Iowa's Statewide Voluntary Preschool Program (SWVPP) for Four-Year-Old Children provides an opportunity for all young children in the State of Iowa to enter school ready to learn by expanding voluntary access to quality preschool curricula for all four-year-old children. The funding amount awarded to St. Paul’s is dependent upon the state.

Section A (age 3)

  • T/Th Morning 8:30 – 11 a.m.

  • $123 per month

  • Must be 3 years old by Sept. 15

Section B (age 3 or 4)

  • M/W/F Morning 8:30 – 11 a.m.

  • $184/month

  • Must be 3 or 4 years old by Sept. 15

  • No SWVPP Funding discount for Section B

Section C (age 4)

  • M/T/Th/F Afternoon 12:10 – 3:10 p.m.

  • $45/month with SWVPP Funding*

  • $268/month without SWVPP

  • Must be 4 years old by Sept. 15

Section D (age 4)

  • T/Th All Day 8:30 a.m. – 3:10 p.m.

  • $75/month with SWVPP Funding*

  • $298/month without SWVPP

  • Must be 4 years old by Sept. 15

  • Other Fees: Milk $12

Section E (age 4)

  • M/W/F All Day 8:30 a.m. – 3:10 p.m. (early dismissal on Wednesdays at 2 p.m.)

  • $202/month with SWVPP Funding*

  • $425/month without SWVPP

  • Must be 4 years old by Sept. 15

  • Other Fees: Milk $12

Section F (age 4)

  • M-F All Day 8:30 a.m. – 3:10 p.m. (early dismissal on Wednesdays at 2 p.m.)

  • $500/month with SWVPP Funding*

  • $723/month without SWVPP

  • Must be 4 years old by Sept. 15

  • Other Fees: Milk $12

Tuition Assistance

Education Savings Account (K–6)

Beginning in the 2025-26 school year, ESA applications from any Iowa resident K-12 student attending an accredited nonpublic school, including those who previously attended an accredited nonpublic school, are eligible for an ESA regardless of household income. Applications open in April 2025 and must be submitted by June 30. You can apply online, at the Iowa Department of Education website, or by signing up for email notifications. Applications are valid for one year, and families must apply annually to remain eligible.

STO Grants (K–6)

STO stands for “School Tuition Organization.” The STO serving the Archdiocese of Dubuque is “Our Faith, Our Children, Our Future” School Tuition Organization. The tuition assistance grants from this program are funded through an Iowa tax credit program. We strongly encourage interested parents to complete an application. The Our Faith, Our Children, Our Future STO, coupled with our local tuition assistance program, makes Christian education affordable for all.

STO grants are available for K-6 students who reside in Iowa and whose household’s taxable income is at or below 300 percent (300%) of the federal poverty rate. STO grants are not available for preschool students. In the past, qualifying families have received between $300 to 90 percent (90%) of their tuition depending upon verified need. Awards vary from year-to-year depending upon the overall verified need of the applicant pool.

How to apply:

Only one application needs to be completed per household. Parents can start an application utilizing the name/zip code of one school. Additional children and the names of their schools can be added to that single application.

Together 4 Families (Preschool)

Together 4 Families Preschool Scholarships for three- and four-year-olds are available through Child Care Resource and Referral of Northeast Iowa. Scholarships are awarded based on a family's gross income. For more information please call 563-557-1628.

St. Paul's Tuition Assistance Appeal

St. Paul’s Lutheran School strives to make a faith-based education available to all students who desire it. Therefore, in addition to assistance from other sources, St. Paul’s Lutheran School & Church provides some local tuition assistance awards to families who demonstrate financial need. We believe that a parochial education is a tremendous gift to give to your children, and its rewards are many. It is expected that families make faith-based education a priority in their financial planning to provide this opportunity. Nonetheless, it can create financial struggles for families.
